Summary of the SEBOR’26 Conference

On 17–19 March 2026, the Scientific and Technical Conference Power System: Operational and Market Security (SEBOR’26) was held in Kazimierz Dolny on the Vistula. The event was organised by the Lublin Branch of the Association of Polish Electrical Engineers, Lublin University of Technology and the Institute of Power Engineering, Gdańsk Division. The Conference was attended by 150 participants, with 30 papers delivered. Their topics focused on the stability and resilience of the power system, system forecasting, control and synchronisation, grid connection issues, flexibility and market regulations. All papers were published in the journals Rynek Energii and Przegląd Elektrotechniczny.

A special element of the Conference was the distinction awarded to three papers, selected by the Scientific Section of the Organising Committee. The awarded papers addressed the impact of extra-high-voltage lines on cables evacuating power from new generation sources, the role of grid forming in improving the operational security of a power system with high RES penetration, and the participation of power system operators in co-regulation mechanisms.

The central part of the programme consisted of three discussion panels devoted to: the effectiveness of balancing by market participants in the context of the operational security of the National Power System, a new security strategy from both national and European perspectives, and the development of local energy communities. The panels were preceded by introductory presentations prepared by representatives of PSE S.A., the Institute of Power Engineering and NCAE, and were moderated by experts representing the scientific, system operator and administrative communities.

During the proceedings, it was clearly indicated that the security of the power system today requires the simultaneous development of RES, the assurance of system stability, adequate power reserves, operational flexibility and improved cooperation between public administration, regulators and system operators. The importance of greater observability and controllability of distributed resources, market-based RES generation curtailment and coordinated management of grid constraints was also emphasised.

Conference participants noted that the scale and pace of geopolitical, regulatory and technological changes justify the continuation of such meetings in the coming years. Regular exchange of experience between representatives of public administration, regulators, system operators, the scientific community and the market was identified as an important element in building energy security.
